Why are Republican Lawmakers SUDDENLY Concerned About Health Care Costs?

The Medicare Prescription Drug Improvement, Modernization Act was passed by the REPUBLICAN-dominated Congress in 2003 WITHOUT one cent in funding!  Where were Republican lawmakers’ cost concerns in 2003? 

I guess they were too busy deregulating and legislating  MORE deficit spending to notice!
