Politico.com reported that CHIEF FEDERAL JUDGE RICHARD CEBULL OF MONTANA, recently, “admitted to sending a racially charged email about President Barack Obama that seems to compare African-Americans to dogs, but denied circulating the note because it was racist, saying he only did it because it was anti-Obama.”
